  5.     Ever since the scandal at the Bank of Credit & Commerce
  6. International broke last spring, the Justice Department has been
  7. taking heat for its less than dynamic prosecution. But last week
  8. the department indicted B.C.C.I. and three bank officials,
  9. charging them with illegally taking over Independence Bank of
  10. Encino, Calif., and with fraud that contributed to the
  11. billion-dollar downfall of Florida's CenTrust thrift. Indicted
  12. with the bank were founder Agha Hasan Abedi, former bank
  13. president Swaleh Naqvi and B.C.C.I. front man Ghaith Pharaon.
  14. Since the U.S. stands little chance of extraditing Abedi from
  15. Pakistan and Naqvi faces charges in Abu Dhabi, Pharaon's
  16. indictment may be the most productive of the three. The Saudi
  17. national is believed to be holed up in Europe or Latin America.
